Stark County was recently notified it has been approved to receive $2.7 million dollars as part of the Department of Energy's Energy Efficiency and Conservation Block Grant program. This program was created in 2007, but never funded until the 2009 American Recovery and Reinvestment Act. This program is designed to help communities improve energy efficiency in the building and transportation sectors while creating and/or retaining jobs and ultimately stimulating the economy. It will be administered by Stark County Regional Planning Commission on behalf of the Stark County commissioners. The majority of the grant will go toward energy efficient retrofits in multiple county-owned buildings. These retrofits are based on an energy audit conducted in 2007-2008. The retrofits could save the county up to $425K annually and include items such as boiler replacements, lighting, energy-management systems, windows, and insulation, along with heating, ventilation, and air conditioning units. The county-owned buildings scheduled for retrofits include the engineer's building, county office building, administration building, courthouse, board of elections, data center, sanitary engineer's building, dog shelter, and the county jail. A Programmable Thermostat Rebate Program, an Energy Efficiency Revolving Loan Fund, and a rebate program for small governments, are projects slated for 2010-2012. A review committee is currently evaluating responses to a request for qualifications for design work for the retrofits.
