Resurrection - Malvern ordinances are revived

Two ordinances that died at the April 21 meeting came back to life May 5 at the Malvern Village Council.

Although the measure requiring village employees to pay a portion of their health insurance died, council approved another version of the ordinance May 5.

It approved the first reading of an ordinance amending the village's personnel policies and procedures to require employees to pay a contribution of 12 percent for their medical insurance. While this is less than the first proposal, it is more than what employees pay now.

Council also revisited its plan to reduce the mayor's salary. The initial proposal to lower the mayor's salary from $4,000 per year to $2,400 was deemed too low. Council approved the first reading of an ordinance setting the rate of pay for mayor from $4,000 to $3,000, effective Jan. 1, 2010.

In other business, council:

* GRANTED permission to John Knight to remove a tree in the curb lawn at the intersection of Bridge and Grant streets.

* HEARD Councilwoman Angela Lambert request the service department power wash the pavilions and playground equipment where the park had been flooded and to get estimates for truck repairs.

* HEARD Water Administrator Deedee Wise clarify a court listing indicating a judgment of $957 in small claims court was actually for the village's income tax, not the water department as listed.

* HEARD Lambert announce the Scouts will be installing the first nine "holes" for the Frisbee golf course in the park, and the remaining nine holes will be put in as donations are received. A donation of $400 will include the Frisbee pole and setting up obstacles in the area.

* APPOINTED Frank Williamson to a one-year term and Roy Ludy to a two-year term on the Park Board.

* HAD no objections to the planting of maple trees in the village park by Lambert.

* LEARNED the next Park Board meeting is Wednesday, May 28, at 7 p.m. at the pavilion near the tennis courts.

* HEARD Administrator Jim Bates report the service department has completed a water-line repair and is working on filling a ditch in the park; Columbiana Gas is applying for a building permit to replace a shed; the location of the horseshoe pits will be determined soon; and the street sweeper has been repaired and will be used to clean catch basins.

* AGREED to amend an ordinance requiring insurance companies to set aside $1,000 per $15,000 in property damage for repairs or demolition. The required set aside will increase to $2,000.

* RECESSED into an executive session for personnel with Bates, Law Director Vince Slabaugh and Fiscal Officer Nancy Yeager. No action was taken upon reconvening.

* PAID village bills in the amount of $10,754 in invoices and 45,036 in payroll.
