The Carroll County Commissioners approved a resolution to allow the Senior Friendship Center to place a 0.5-mill, renewal levy on the November ballot.
Kate Offenberger, director of Carroll County Job and Family Services, gave a report on the Prevention, Retention and Contingency Plan for the gas card program. There were 1,000 cards issued for the program, with 268 applicants receiving a $100 gas card for families that had a working member in the household.
The guidelines were set up by the government to be 200 percent of the federal poverty level.
Offenberger said, since the money has been allocated for the remaining cards, she would like the commissioners to approve distributing two $100 cards to each that received the cards, and use 200 cards for distribution with the Food Stamp program to each working member of the family. There were 49 applications for the gas cards that were not receiving any assistance from DJFS, but were eligible because of the income guidelines. Commissioners approved issuing the remaining gas cards.
A grant application was approved for the Carroll County Airport Authority totaling $91,487. The grant has a local match of $4,816, which Airport Authority President Alan Miller asked commissioners to provide.
Commissioners stated they did not have the funds. Miller said the Airport Authority would provide the match. The funds will be used for the removal of obstructions, $13,000; sealing cracks, $12,700; pavement markings, $27,650; and snow-removal equipment, $42,953.
Commissioner Tom Wheaton announced the annual 2007 Carroll County juvenile report was on file in the commissioners' office.
Steve Sklavenitis, representing Ohio Pals Pound, attended a meeting to express his concerns about the way animals are put down. He would like more emphasis on adopting. Sklavenitis said he did not know if the problem is money or other issues, but the organization would be willing to work with the local dog pound.
Sklavenitis said the organization has supported having dogs neutered and spayed and, in Stark County, they have a coalition helping families get their animals spayed and neutered.
Wheaton asked if the "One of a Kind" Clinic in Akron and the Fulton Road Clinic would help the local Humane Society with its spaying and neutering program, since it did not have the money to do it this year.
Sklavenitis said he thought they might.
Commissioner Bob Herron told Sklavenitis that they would pass along his concerns to President Larry Garner, who was absent, since he was on that committee.
In other business, commissioners:
* APPROVED an amendment to grant Carroll County Transit an additional $1,572 in federal funds to pay for an increase in the purchase price of a van.
* ACCEPTED bids for premium diesel fuel to be dispensed at the owner's site until 9:30 a.m., July 17, and will opened at that time.
* AGREED to send a letter of support to the Appalachian Regional Commission for a grant application filed by the village of Carrollton for sewer-plant improvements.
* AWARDED to the highest bidder, Loretta Nitz of Arrow Road, Minerva, who submitted a bid of $3,356, for a scrap pile at the County Highway garage.
* RECEIVED a quote of $2,214 from Total Safety to provide monitoring instruments to be used to monitor gas and water wells on county-owned property.
* RECEIVED a dog- pound report from Kenneth Ohler stating 34 dogs were impounded, 26 adopted, four redeemed, two euthanized, one citation, and one mean.
* RECEIVED a report from the County Engineer David Miskimen that the entry of Halo Road, County Road 165, would be closed to traffic 150 feet west of its intersection with Clay Road, County Road 69, beginning July 7 to replace the bridge deck over Elliott Run. The road should be reopened in three weeks.
* APPROVED a right-of-entry permit on the Brent Baker property, Apollo Road, to replace a culvert. Also, they approved a right-of-way permit on the Hurshel D. Smith property to construct a residential driveway in Rose Township as recommended by the county engineer.
* APPROVED a report by Majorie Carrothers, coordinator for the Workforce Investment Agency, who stated that it had received a $20,000 grant from the OCFC State of Ohio to help cover the coordinator's work, travel expense, supplies and administration support.
* APPROVED House Bill 289 report on a strategy plan and a family and children welfare update as mandated by the state. Carrothers reported WIA and Family and Children First Coucil have approved both.
* APPOINTED Marjorie Carrothers to the WIA Youth Council, effective July 1, 2008-2010, and Shauna Will to the WIA Youth Council, effective July 1, 2008-2010.
* REAPPOINTED Rachel Rinkes to the WIA Youth Council, effective July 1, 2008-2010.
* HEARD Herron announce he would be attending the Family and Children First Council meeting.
* LEARNED Wheaton has been appointed to the committee to appoint a new director for the Ohio Middle Eastern Governors Association, which consists of 16 Ohio counties.
